2. By-law Revision
We have been paying for an audit by an accountant every year; upon investigation we found that we were actually getting a financial review rather than a full audit. An independent firm reviewing CSA operations (the Damian Alksnis Report of September 24, 2010) suggested that an official review by an independent firm every year (costing $1,000-$1,500) with a full audit every five years ($5,000-$6,000) would be adequate.
In a meeting held at Fredericton, NB on May 30, 2011, the CSA Executive approved a motion to adopt the firm's recommendation. This would require a By-law change and a By-law change requires a vote from the membership.
The current by-law reads:
9.3 The books of accounts shall be audited annually, and the reports of the auditor shall be approved by the Executive Committee and submitted by the Treasurer/Election Officer to the General Meeting following the end of the fiscal year.
The books of accounts shall be examined as a review engagement annually, but subjected to a full audit every fifth year. The reports of the accountant shall be approved by the Executive Committee and submitted by the Treasurer/Election Officer to the General Meeting following the end of the fiscal year.
Motion: It is moved that the CSA change the By-laws to have an official review by an independent firm every year, and a full audit every five years.
